As per Friedman some regions developed rapidly because of some favorable reasons and became the core of development, periphery of these core are the area of the undeveloped region.

The following are the main characteristics of this stage.- No, any industries,
- Agricultural society
- Landlord influences
- Equal development in all regions and no regional imbalance
- No core and periphery development

The development of core and periphery
In the second stage of Friedman, the development of the Core & periphery started.
- The core area:
- have economical progress, technological advancement, innovation, industries, good service and communication facilities.
- In the periphery area:
- The source of, raw materials, labor, etc.
During this stage, the core region is not able to fulfill all the demand and hence spread of development activities happens around the core.
The emergence of spatial integration
During this stage, the interdependence of core and sub-core area. Periphery is nearly eliminated. Equal development of all-region can be seen.
