In 1970, operation flood was started, and later it was known as the White revolution. It was covered in three phases from 1970 to 1996.
Purpose of operation flood;
In 1970, the European Economic community offered dairy aid to India, several criticisms started against this aid, it was hoped that from this aid price of the dairy product would go down and domestic producers will not compete with this price and India will be dependent on the country.
To make India, self-sufficient in milk production, an operation flood was launched.
Strategies:
Monetize foreign aid, invest the profit from monetization and invest in National Milk Grid System.
The strategy worked, the small and marginal farmer-controlled network of dairy cooperation. Farmer benefitted the most.
