 1. What problem did the villagers in Hardas village face? What did they do to solve this problem?

Answer:

They face, the following are problems:

  • Water scarcity problems
  • The groundwater level is going down every level
  • The problem of finalizing the BPL( below poverty line) list.


2. What, in your opinion, is the importance of the Gram Sabha? Do you think all members should attend Gram Sabha meetings? Why?

Answer:

Yes, all members should participate in the Gram Sabha meeting.

  • Gram Sabha is a forum in which villagers can directly discuss with their representatives.
  • Gram Sabha is very important to make accountable to gram representative and discuss the things which need to be done and also the things which are not happening well.



3. What is the link between a Gram Sabha and a Gram Panchayat?

Answer:

  • Gram Sabha is comprised of an elected representative of the village( Panch and Gram Panchayat) and all people in the village; it is like the parliament of the village.
  • Gram Panchayat is the executive committee of Gram Sabha; it is comprised of Panch and SarPanch. It is the first level of the Panchayati Raj system.


4. Take an example of anyone task done by a Panchayat in your area/nearby rural area and find out the following:

a. Why it was taken up.

Answer:

  • Task: repair of the village road.
  • It was taken because it becomes unsuitable in the rainy season and chance of accident increase.


b. Where the money came from.

Answer:

  • District Panchayat or Zila Panchayat( third level of Panchayat Raj ) regulate and allocate the money in all gram panchayat.


c. Whether or not the work has been completed.

Answer:

Work is in progress.


5. What is the difference between a Gram Sabha and a Gram Panchayat?

Answer:

Gram Sabha=Executive committee( Panch, SarPanch, and Village development officer) and Village's people.

Gram Panchayat=Executive committee( Panch, SarPanch, and Village development officer)


6. Read the following news item.

Nimone is a village on the Chauphula-Shirur Road. Like many others, this village has also been facing a severe water shortage for the last few months and villagers depend on tankers for all their needs. Bhagvan Mahadeo Lad (35) of this village was beaten with sticks, iron rods, and axes by a group of seven men. The incident came to light when some villagers brought a badly injured Lad to the hospital for treatment. In the FIR recorded by the police Lad said that he was attacked when he insisted that the water in the tanker must be emptied into the storage tanks constructed as part of the water supply scheme by Nimone Gram Panchayat so that there would be equal distribution of water. However, he alleged that the upper caste men were against this and told him that the tanker water was not meant for the lower castes. 

a. Why was Bhagvan beaten?

Answer:

  • Bhagavan was beaten because he insisted that water of water tankers should be equally distributed to all village but upper caste's people opped it by beating.

b. Do you think that the above is a case of discrimination? Why?

Answer:

  • Yes, It is a case of discrimination because lower caste are not getting equal public water and where water is being shared based on the caste, hence it is totally wrong as per the constitution.

7. Find out more about watershed development and how it benefits an area?

Answer:

Watershed development means conservation of water and enhancing the groundwater recharging speed by making check dam, well, tanks, recharging pit.

  • It benefits a lot in the surrounding environment in the following ways:
  • Soil gets sufficient moisture to enable the vegetation and fauna.
  • It recharges the groundwater that enables the village to get sufficient water for agriculture and drinking.
  • Degraded land can be rejuvenated by watershed development.
