Name the union territory having a minimum area under forest cover and why?

Answer.
As per the India state of forest report 2013-14, Puducherry union territory has the minimum area under forest cover, it is about 11 percent while Delhi comes second last among union territories, it has around 12 percent forest cover.
As per the India state of forest report 2013-14, Lakshadweep union territory has the highest area under forest cover, it is around 85 percent while Andaman and Nicobar island group has the second largest area under forest cover amongst union territories.
Puducherry and Delhi union territory has a minimum area under forest cover due to the high level of urbanization and most of the land is used for non-primary activities like human settlements, manufacturing activities, and other service sector activities.
