(UPPSC GS paper 4 2021)
Answer.
The state of mind of a person towards any work is called Attitude. Attitude expresses the communication of our mind and influences our behavior.
The definition of attitude differs from a historical perspective:
In the ancient concept of attitude, a person's attitude is determined by his or her certain set of values or beliefs that motivate him or her to behave or act positively or negatively.
The modern concept of attitude is now defined as a psychological tendency. The attitude of a person is expressed by evaluating it with favor or opposition towards doing something. Today, the study of attitudes remains an important area of research to address social issues such as prejudice, discrimination, and social inequality.
A person's attitudes are influenced by a variety of factors such as cultural norms, beliefs, feelings, and personal experiences.
The positive attitude of civil servants towards solving problems helps them to behave ethically and act ethically even in difficult situations.
Relationship between Aptitude and Attitude:
Aptitude refers to the intrinsic capacity ( inner potential) of a person to learn or perform a specific task or to make moral decisions. For example, a person has a natural aptitude for certain tasks such as the ability to lift heavy loads or to sing melodious music.
Aptitude in civil servants refers to having the intrinsic ability to identify ethical issues in decisions and having the knowledge and skills to communicate effectively with others.
Both attitude and attitude are important and related concepts in ethics, however, they have different roles. Civil servants (or anyone) need aptitudes for understanding and applying ethical principles in daily life decisions, while attitude is important for determining personal effort and commitment to ethical behavior.
High Aptitude and negative attitudes hinder the realization of the full potential of civil servants. For example, if a civil servant has great aptitude (skill) in disaster management, but he is not interested in disaster management, then this aptitude is not useful to society. Looking at the historical perspective, Bhishma Pitamah had all the aptitudes to be a king but due to his negative attitude (interest) to rule, the people there could not get a good king.
Similarly, in spite of having a positive attitude, if civil servants lack aptitude, they cannot become good servants. If a civil servant has a positive attitude to solve any problem but lacks the comprehensive aptitude to analyze the situation properly, he can be easily fooled by other negative people, and government resources cannot be used effectively. For example, Dhritarashtra had a positive attitude toward ruling the kingdom but due to a lack of aptitude, Shakuni could easily convert his positive attitude into a negative one.
So we can say that both aptitude and attitude are related words but there is a difference between the two. Aptitude and a positive attitude are both essential for civil servants to perform successfully in various spheres of public life.
