The administration is a moral act because it is necessary for society and should be fair from the point of view of society. For a healthy society and establishment, the administration must follow ethical values and rules. The rule that runs on unethical values does not last long, history is witnessed that the administration of Ravana, Kansa, or Mughals (Aurangzeb's unethical administration) did not last long.
The administrator has the responsibility to lead the organization or community on the moral path, he takes decisions for society, and acts according to society, so the administrator is a moral agent.
