Public servants require both democratic and bureaucratic attitudes for overall functioning.
Democratic attitudes: Democratic attitudes of public servants promote citizen participation in the decision-making process, involve their input in their functioning, and ask for public opinion in decision-making. Public servants with democratic attitudes value transparency and accountability and listen to public feedback and adapt their policies and functioning accordingly.
Bureaucratic attitude: Bureaucratic attitude of public servants allow them to follow the established protocols and rules, and they do not give much emphasis on public participation in the functioning of public services. Due to the Bureaucratic attitude of public servants, there is a decrease in transparency and accountability in the functioning.
In short, we can say that the democratic attitude of public servants keeps them working citizen-centric and make public services more transparent, flexible, and accountable, while the bureaucratic attitude of public servants keeps them working under the rules and established procedure.
