Why sunlight is available 24 hours at 66.5 degrees latitudes of the Earth?

The imaginary line that separates light from darkness and day is known as the circle of illumination. Earth is tilted 23.5 degrees from the circle of illumination. If the earth would not be tilted, 90 degrees North/South latitude would have 24 hours of sunlight.
