The Rajasthan Lokayukta and Uttar Pradesh-Lokayukta Act received the assent of the President on 26 March 1973.
The creation of the institution of Lokpal was first recommended by the First Administrative Reforms Commission ( ARC), in 1966. This commission was formed under the chairmanship of Moraji Desai.
The Second Administrative Reforms Commission ( ARC), 2005 recommends Ethics in Governance.
About Lokpal and Lokayukta:
The meaning of Lokpal is Ombudsman. The concept of Lokpal ( Ombudsman) has been borrowed from Sweden.
The first Administrative Reforms Commission recommended a two-tier system- Lokpal at the center and Lokayukta in the state.
Lokpal and Lokayukta words were coined by L. M Singhavi.
The Maharashtra became the first state to introduce Lokayukta in the year 1971.
About Santhanam Committee:
Santhanam Committee was formed in 1964 and recommended the formation of the Vigilance Commission.
About Shah Commission (1966):
Shah Commission was formed in 1966 to determine the boundary of Punjab state.
Shah Commission (1977 ):
Shah Commission was formed in 1977 by the Janata Party to enquire about the abuse of authority and malpractices during the National Emergency ( 21-month period from 1975 to 1977).
